After using JSFMessageELCompletionEngine it was defined that ELResolver is looking nly for
tags proposals or messages proposal. I.e. there are functionality and interfaces only for
resolving message key but not its values.
Align message/resource handling so completion and VPE supports the
same type of messages

Apparently VPE and jsf code completion does not get info about resources messages from
the same place - they should.
