1. Create a non-jsf web project: New -> Project -> Web -> Dynamic Web Project.
2. Right click the project folder - > JBoss Tools -> Add JSF Capabilities.
The dialog is called "Import JSF Project". I guess it's not logical, should
be something like "Add JSF Capabilities".
