I verified this is fixed in jbdevstudio-macosx-cocoa-4.0.0.v201009011720R-H437-M2.jar .

When installing JBDS 4.0.0.M1 I noticed that during step 3 clicking the
'Browse...' button results in opening a selection dialog for the Java VM instead
of a dialog to select the installation location.
