Secondly, I think this is more a bug for Validator component in eclipse since I don't
believe they expose API for allowing us to control this. Worth investigating though.

User would like the validation to be able to be turned off on a per folder basis.
Currently, if you wish to turn validations off you have to go to each validator and
ensure that folder is ignored.
If you wish to turn off Java compiler warnings on a per folder basis you can't - it
has to be done on a project basis.
This could be useful if there is a build folder in every project that the validator does
not like.
