Hitoshi, it is correct that the Eclipse editor always sets the encoding to UTF-8. Would
simply removing this line from the XML work? Are you experiencing any side-effects?
Because I'm capable of simply opening the file you provided (using Shift-JIS) in the
Eclipse plugin. So other than the incorrect encoding that is included in the created XML
file, are you experiencing any other issues?

Eclipse plugin to draw Drools Flow writes out xml files with wrong encoding.
*.rf file created by Drools Flow creates xml files with encoding="UTF-8" but
the actual encoding of the file is local encoding (Shift-JIS in Japanese OS).
If the encoding of the xml file is converted to UTF-8, the file can not be opened by
Drools Flow.
