Aleksey, to check the issue:
if you use DTP connection HConsole should be workable without driver setup into the
classpath of selected project or
direct driver setup into HCC.

The same HCC, like in https://jira.jboss.org/jira/browse/JBIDE-3787.
Here HCC require driver in classpath for selected Eclipse db connection:
screenshot-3.jpg in JBIDE-3787.
It should work without driver setup here, cause Eclipse db connection has the driver
settings internally.
