I found what's wrong with the scrolling of task properties panel :
When the input configuration panel changed , the scrolled composite need to re-flow to
calculate the V/H scrollbar length again
Smooks editor takes up too much room on screen

Size issues in the Task configuration area need to be resolved (by GA if possible, by
3.1.1 if not)
- Remove unnecessary fields
- Simplify CSV configuration (JBIDE-5422)
- All "Input Configuration" panels need to be scrollable - sometimes they are
and sometimes they're not, which is confusing
