Note for self: NPE is fixed.
If the method
org.jboss.tools.jst.jsp.outline.JSPContentOutlineConfiguration.getTransferDropTargetListeners(TreeViewer)
is commented, the outline works. If I will not find any drawbacks, then I will commit this
fix.

not in JBoss Tools.
