The easiest way is to right-click on a plug-in project and select Source -> Externalize Strings... Then work your way through the dialog marking strings in code to externalize or not using Eclipse's own tools. Dart, please look at org.jboss.tools.smooks.core and org.jboss.tools.smooks.ui and work through those plug-ins.
