JSTL core temlates were added. Existed ui:define template class was used for c:import,
because they have equal functionality. In future to avoid dependency from facelets plugin
VpeDecorateTemplatecan be moved to some common plugin, cause it is used in seam templates
also.

Do we really don't have VPE templates for JSTL tags? Or I missed something?
It would be nice if we have at least templates for jstl core.
Especially as because JSF 2.0 will include some jstl libs:
