It's an implementation detail, sure, but it's also about statement of support
level.

As to rebuilding the installer, that's a first-mention for me. That would mean that
the CSP would only ever have JBDS 4.0 in it, and people wanting 4.1 would have to install
4.0 then update to 4.1. You're sure we don't want to provide a 4.1 installer?
