This seemed to work fine al day on windows, the BRMS/Excel integration is interesting as
to how it works. This is an area for some deep testing on every release. I will file
another bug here in a bit. This specific error seems to only be on a Mac with JBDS 3.0.

For some reason the Add icon in JBDS under Govnor is grayed out and does not allow for
the uploading of the attached Excel file. I both dragged and dropped it into the Repo and
also saved it directly into the workspace with the same effect. I am told on Windows that
this works without any hiccups.
