Best approach IMHO if for your plugins to declare their deps on plugins, because that way when features move around (as they do often in WTP) you can still depend on the IU you actually care about. But if you prefer to have your feature dep an upstream feature, that works too -- as long as the deps get installed SOMEHOW, end-user will be happy. As to this being a blocker, IMHO no.
