Steps to reproduce: 1. Open some web file in VPE. 2. Open JBoss Tools Palette view to the right of VPE. 3. Move cursor to the left edge of the Palette view and resize it to the left by dragging. 4. The more you resize the palette the more VPE gets covered up with palette window. 5. No scroll bar appears in the visual part of VPE to show hidden content. (Borders of the component are hidden and thus it's wrong) I think scroll bar is needed.
