pages.xml, java, page.xml and components.xml all can have EL too where they can be
relevant in code completing expressions that refer to other resources.

currently we just have hardcoded resolvement of requestContextPath in el's.
What we really want is to resolve this *generically* for all tags and for users to be
specify what value they want specific el variables to resolve to.
