Tested last approach on Windows 7 and for me it triggers this dialog on windows 7 64 bit.
So it looks like system property izpack.mode is not set for some reason even -D option is
in command line.
What is your Target field value for Uninstall JBDS menu item?

When trying to uninstall JBDS using uninstaller, user is prompted for administrator
password with message "Do you want to allow the following program to make changes to
this computer?"
Program location "\\path\to\javaw.exe" "-Dizpack.mode=privileged"
"-jar" "\\path\to\Uninstaller.jar"
Without admin rights, the uninstaller won't execute.
