It's 90% fixde. I thought it was 100%, but a quick test to verify shows that on new
workspaces, the new scanner is added but with a 0 interval (thus inactive). When
re-starting the server, a dialog will come up and warn you, but, for the fist startup, it
is not obvious. Damn. Thought I had this one.

JBIDE-9085 allows targeting custom deploy folder but doesn't register the location at
startup/deregister at shutdown like was done via jmx in old days.
