I'll need to look into this more than just from the description. assigning to me so I
wont forget.
The menus should be as symmetrical as possible and the idea with using Configure is to
make the context menu *smaller* by default, but if we still have our JBoss Tools menu with
Verify show up on projects no matter what is enabled on them then we haven't really
succeeded.
btw. why do we still need a verify menu ?

It's not possible to Add JSF Capabilities to JSF project after they were removed.
Steps to reproduce:
1. Create new JSF Project
2. Open Web Project view and Remove JSF Capabilities from JSF Project using popup menu
3. Open Package Explorer and try to Add JSF Capabilities using popup menu JBoss Tools
> Add JSF Capabilities. It's not possible because JBoss Tools submenu contains only
one disabled menu item with label "Verify".
