I would prefer the latter because it implies that it's default page of default portal. This also relates better to the values in deployment descriptor (default-object.xml) that's created by JBTools. Ideally, the generated URL should update based on what user provides during configuration for default-object.xml but http://localhost:8080/portal/portal/default/default will be a good default value.
