found the issue here. It is cause by a refactoring I applied when I extracted the logger
adapter to the commons plugin ( I wanted to use it in deltaclouds, too). Chatting to max
we decided to remove any dependency to any other plugin in usage reporting.

When started newly installed tools for the first time, usage plugin used to ask user if I
wanted to report usage. This does not happen anymore.
After first run (when tools does not ask) file
<eclipse_install>/configuration/.settings/org.jboss.tools.usage.prefs does not
exist. It gets created after I go to Preferences and enable reporting by hand.
Expected behavior:
1. install tools on top of clean eclipse
2. start it
3. tools must ask you, if you want to enable usage reporting
