Release Notes Text: The guvnor popup menu was changed to be appear only when a
repository was defined or if the resource's project contains a resource that has been
in guvnor controlled.
Resolution: Done
don't have to reimplement it with "org.eclipse.ui.menus", just use
"ObjectState" in "org.eclipse.ui.popupMenu" can achieve the same
resule.
Fixed this issue by changing the guvnor popup menu only when a repository is defined, and
it also available for projects which contain metadata files(.guvnor).

Right click a resource on any project and it will have Guvnor in the top root context
menu.
Same problem there was with Modeshape and Drools originally - not sure why Guvnor
suddenly pops up here ;(
