You could also use the Mylyn/JIRA plugins so that svn comments can be copied from open
JIRAs within Eclipse (possibly in wikitext markup, if you use that plugin too). Also
provides another way to see open issues in context w/ code/docs you're working on.

I've noticed that some people's SVN commits contain meaningless formatting code,

I can't find that username in the assignee list, so I'm passing the buck here to
you, Max. :) Can you reassign this to that person so they fix their commit comment
template to NOT have HTML in the comments? 9-pt sans doesn't provide any useful
information beyond the JIRA number and the description of the changeset.
