I guess I'm not understanding where the issue actually lies or what we need to fix.
You documented the steps, but I guess I'm not seeing it yet. Can you walk through it
in a document with screen captures? (It may be that I'm away from my desk and brain
dead after a weekend of meetings and a conference with more meetings to attend this week,
so I apologize.) Do Java Projects show up in the drop-down list where you choose a project
for the web service?

When I create Jboss Tools->Sample Web Service and the only project in my workspace is
classic java project, errors in log appear
1. Use clean workspace
2. Create 'Java Project'
3. Try to create 'Jboss Tools->Sample Web Service' by selecting it in tree.
4. Errors in log appear and you can't even click "Next >'
Truth is, that maybe it does not make real sense, to create web service in Java Project,
but this should not happen. I'll attach log
