To reproduce "offline mode" you have to remove
https://devstudio.redhat.com/updates/8.0 from the list of available sites. I don't
think simply disabling it is enough.

Cannot install JBDS-IS 8.0.0.GA early access in offline mode. Note that DV tooling (Teiid
Designer and ModeShape) can be installed without any problem.
