Yes, it is optional. However, P2 checks for features and marks as invalid all features
that have some unresolved plugins.
Since TPTP is within the AS Tools feature, it won't be solved correctly as well as all
the features that require the AS feature (Seam, for instance).
The AS and Seam feature won't be in Software Updates>Installed Software, but will
be shown in the About dialog and will work correctly (test case
https://jira.jboss.org/jira/browse/JBIDE-3455?focusedCommentId=12443941#a...).
If we want the AS and Seam feature to be in the Software Updates>Installed Software
dialog, we need to move the TPTP integration feature to a separate feature.
As to JBDS, we would either exclude the TPTP integration feature or add TPTP.

If I deploy the JBoss Tools with dropins functionality Seam
Tools(org.jboss.tools.seam.feature.feature.group) is not initializing because of the
missing BIRT and TPTP dependencies...
If I deploy these dependencies manually then it initialize it...
If Seam Tools doesn't initialize, content assist is not availible for Seam
Components.xml, missing BIRT should not effect the content assist for Seam...
