When I publish changes the removal works fine. Since this is a little bit confusing
I've created a new Jira JBIDE-12071.

EXECUTE: deploy b.war project to openshift A as a binary
ASSERT: b.war is in A/deployments/b.war
EXECUTE: right click b.war in server view and click "Remove" and answer yes.
ASSERT: b.war is not in A/deployments anymore.
