This is not a bug that 'suddenly' appeared in 3.1.0.CR1, but a feature that has
existed for the last 5 or 6 years.
For tld's versions 1.2 and 2.0, form for tag shows attributes and variables in tables
that display in columns all values of interest; and button edit is available for editing
attribute or variable object. For tld 2.1 it was decided to display attributes in tree
since they have more values than is convenient to display in the table.
Attributes and Variables are not displayed in Form tree for TLD
files

1) Create a tld file
2) Open it with JBoss Tools Tag Library Editor
3) Right mouse button click on the taglib in the form tree
4) Add a new tag (ADD_TAG screenshot)
5) Right mouse button click on created tag
6) Add a new attribute (ADD_ATTRIBUTE screenshot)
7) In the emergent dialog set the Name of the feature attribute, press Finish
ASSERT: The new attribute should appear in the form tree of JBT TL Editor as a child of
created tag.
ASSERT FAILED: The Outline shows that the attribute was successfully created but there is
no any attribute for the tag if JBT Editor's form tree (NO_ATTR screenshot).
P. S. The same thing happens with tag's variables.
