JSF Capabilities can't be added and removed from a project correctly.
Steps:
1. EXECUTE: Create dynamic web project without JSF Capabilities
2. EXECUTE: Open web.xml file
3. EXECUTE: Choose to Add JSF Capabilities
4. EXECUTE: Choose servlet version 2.5 and press finish button
5. FAILURE: web.xml file is not changed, faces-config.xml file is not created
Try to remove JSF capabilities from other project and see similar problem
