Well it is UI related but since the functionality looks pretty important to me (you may
stop running production systems without being warned) I guessed that this might be worth
backporting (as we discussed earlier). Agree or shall we not backport?

When Starting an instance you are warned about financial charges - when stopping you are
not warned about possibly shutting down a running production system.
We should have a similar warning as we have for start.
