The location is specific to the developers machine which means that if the .project file is checked into source control and used by another developer the location of web.xml is no longer valid. It would be nice if the location of web.xml could be relative to the workspace. I have seen this done in other plugins where you are allowed to either select a file from the file system or a file in the workspace.
