all 30 component jobs for 3.3_trunk and 3.3_stable_branch now set to build, publish, THEN
run tests (except the tests component, which has no tests to run).

The worst offenders for test failures blocking publishing of new bits have already been
converted, but several jobs continue to fail to publish when tests fail, so these jobs
should be converted too.
