1) Yes, the widgets and usecase are different so only one set of them should be visible.
Having a tab per deploy method doesn't sound good...

3) how can Tomcat WTP adapter have multiple pages that works and we dont ? if the page
can't be persisted how are users supposed to use this ?

Create a Modules page in the server editor where you can specify the deployment location
of each module you'll be deploying. This is due to the usecase where you need one
module deployed to the default server location (for guaranteed early startup) but another
to the separated metadata or custom location.
