It is hard to "see" proposed UI changes when typing out textual comments. :-)
If I understand your proposal correctly...the wrench, star and hammer/screw driver icons
would move up to the main Eclipse toolbar. I assume they would align nicely with the
current JBoss icon.
And that would provide room for the Search control.
I think that would look good.

JBoss Central's Search defaults to "Red Hat Customer"
And since it is on its own line, it takes up valuable real-estate vertically. The icons
on the far right are less important than reclaiming this real-estate.
