I cannot reproduce this on Linux. Any chance you can tell me more about it? Does it always
happen? Does it also happen with all identical links in "add existing key",
"add new key" and on the "git cloning settings" wizard page (openshift
application wizard)

click manage ssh keys
click SSH2 preferences link
ASSERT: open ssh2 preferences
Nothing happens. The dialog/windows starts freezing. eventualy I can close the main
dialog but now the whole IDE is frozen but moving from time to time.
Its as if something is running in a loop trying to open a prefrences.
