WTP defines JSP editor for editing jspx and tagx files. There's no reason to change
the editor in JBDS. JBIDE-9237 probably is a separate issues and it is rather be fixed in
JSP editor if drop down from palette should work properly for both (HTML and JSP) content
types.

#1)in this files possible using el expresions in text;
#2) when we drop items from pallete, taglibs registered incorrectyly JBIDE-9237
