I just installed the latest JBDS 4.1 CR3 installer and followed these steps:
1) Created a new JBoss Enterprise Middleware->JBoss Enterprise Application Platform 5.x
runtime.
2) Named it "jboss-soa-p.5.0 Runtime"
3) Clicked on Help->Project Examples->ESB for SOA-P 5.0->JBoss ESB HelloWorld
Action Example - ESB
4) The example imported successfully with no issues/errors and is deployable
What am I doing differently than you are?

In JBDS, when you click Help>>Project Examples>>ESB for SOA-P 5.0 to import
examples, some of them do not work. I have set up a runtime named "jboss-soa-p.5.0
Runtime" in the workspace before importing any example as described in the
description and "readme" file. The examples do not work are: helloworld_action,
webservice_consumer1, webservice_producer, transform_CSV2XML,
transform_XML2POJO,transform_XML2XML_date_manipulation, and transform_XML2XML_simple.
