My previous suggestion was about global templates. So, if we store templates in the project folder they should be applied for this project only. And this approach seems to be familar with what we have in the "Page Design Options" dialog for EL expressions: 1)we have global EL variables that are showed on the Preferences Page and 2)we can add EL expression either for project, folder or file in the dialog. So we can add "Unknown tags templates" to this dialog. The settings will be saved/loaded to the project metadata.
