Brian, is this the issue you want to know if you are running within JBDS or not ?
Shouldn't this more be an effect of what it is being pointed to ?
In any case, to get another default value we should simply use a property preference which
can be set via config.ini.
We have done that previously for issues like JBDS-1040 and JBDS-1072

When creating a new WebDav connection the default values populated reflect that of the
.org bits.
Repository value shows as "/drools-guvnor/...." instead it should be
"/jboss-brms/..."
