Installed as user or as administrator? Sounds like this is Working As Designed for use on
a restricted Windows system (in the same way that a shared install on Linux won't
allow users to do updates/uninstalls either).
However, users of an admin-installed system on Windows (or root-installed shared install
on Linux) should be able to add NEW features into their install. Can you verify that
works?
