The reason why it is happened is stop method implemented like

stopping one plugin doesn't mean other plug-ins cannot call static methods after
that.
it seems that SeamELValidator invokes SeamCorePlugin.getDefault() after seam core plug-in
is stopped.
Solution would be removing line
plugin = null;
