Description: org.jboss.tools.jst.web.kb.internal.JspContextImpl.getLibraries() returns
libraries from page itself and from all included pages. In case where include page
contains the same tag library definition this method returns duplicated items.
OpenOn on JSP tags has duplicated items in case if page has included
pages with the same tag library declarations
