to clarify: If a user places an updated dtd in their own URL and IF they have jboss tools
installed AND they are using a newer version of hibernate than what is in the core (with a
newer dtd), then their dtd will be ignored and the older one from the jboss tools
plugin's hibernate jar will be used because of the XML catalog entry in eclipse.

If a user places an updated dtd of their own at their own url they will not get the
updated dtd, but rather they get the one from the hibernate-core jar.
