Googling, I found a jar called jcip-annotations.jar on http://jcip.net/, which appears to include what you need. This therefore begs two questions: a) should this jar be bundled into org.teiid.designer.vdb/lib/jcip-annotations.jar ? b) what is the license on this jar? I cracked it open and only found 4 class files and a generic manifest.mf.
