Acctally we do check lib version in CA as well. But it doesn't work very well in same
cases.
In CA if we can't figure out what version of TLD we have to use (or if we don't
that version in our knowledge base)
then we use the latest one.
VPE seems not to use the latest one in case of unknown tld version.

1) Create xhtml page into project and declare
xmlns:rich="http://richfaces.org/rich" tag lib there, but do not add RichFaces
taglibs.
2) Call CA and add a4j:queue or rich:editor.
RESULT: Components were added, but visual part doesn't recognize them.
For Now we have a checking for tld version of this components, but we didn't add
libraries themselves. But I think that for xhtml pages we have to make the same behavior
as for others tags and add these components independently of tld version as CA does.
