I am not sure that this dialog works incorrectly. I found out that :
1. If "Always Promt for Tag Attributes During Tag Insert" checked then dialog is
appeared always
2. If "Always Promt for Tag Attributes During Tag Insert" unchecked then dialog
is appeared if tag ( which was dropped ) has "preferable" or
'"required" attributes
Insert tag dialog doesn't work correctly

STEP 1: Go Preferences and uncheck "Always Promt for Tag Attributes During Tag
Insert"
STEP 2: DND some tag from palette into page.
EXPECTED: Insert tag dialog shouldn't appear.
ACTUAL: Dialog appears in all cases.
