I'm attaching another file (tiles_def.xml) that has the same problem. In this case
the error goes away only when the document type declaration (DOCTYPE) is removed.

I attached a sample Jsf Project with the parser error.
If you remove the line "&tools;" in the build file the error vanishes.
To keep the archive small I removed all libraries. Actually I use the
Jboss Tools snapshot from 200707210217.
