Since this only happens when your clock date is wrong, and the workaround is "fix
your clock date", I'm inclined to reject this.
Please reopen if you disagree, and if the problem occurs in JBDS 9.1 or 10.0

If the date in your OS is behind the real date then it is not possible to access
https://devstudio.redhat.com/updates/8.0/
via installation wizard in Eclipse IDE. See the attached SSLHandshakeException. If you
fix the date then it works as expected.
