My steps to reproduce that what is seen on the screenshots:
1) Install JBDS and open new workspace (Seam perspective should be set by default)
2) Open Teiid Project Example (Help -> Project Examples -> Teiid -> Parts Model
Project Set Example, but be sure to not open "Teiid Designer" perspective
3) Close JBDS
4) Start JBDS - there will not be a dialog for workspace selection, so verify that JBDS
started with the workspace from step 1. If not - use File -> Switch workspace
5) Click on "Open Perspective" and try to open "Teiid designer"
perspective. You should see the error from Screenshot.png
6) Project -> Clean... -> Clean all project -> click OK
7) You should see the error from Screenshot-1.png

To make JBDS ask for workspace location I did:
1. Opened Preferences Dialog and Enabled UAA "Send Nothing" option in

Since the stack trace points to trying to load the

I think we might be talking about multiple problems in one issue here.
1) The "not asking for workspace" is most likely some preference toggling
happening somewhere and right now it seem to be caused or triggered by Project Examples
(my speculation).
Denis says its related to Spring User Agent Analysis; I think its more to do with the fact
that by toggling that flag you are once again saving/restoring the preferences.
2) Teiid project and/or startup of Teiid is fragile in the sense that if it fails loading
some data it is triggering the disablement of that plugin loading and as consequence you
have a JBDS in some weird state.

I tried to change several other preferences and it didn't help. I decided it is Spring
UAA because I saw its exceptions in log in one installation out 4 or 5 I did. It looks
like it fails to load and ad eclipse skip workspace selection and just goes with default
one which is $HOME/workspace
