Fixed upstream. If a web-fragment.xml is added to a utility project, running update
configuration will remove the utility facet and add the web fragment facet instead. Be
aware the web fragment facet requires Java 1.6.
The nightly build update site for m2e-wtp 0.14.0-SNAPSHOT is :

You'll need the nighlty built JBoss Tools maven plugins available under :

Import in as an existing maven project.
rewrite-impl-servlet is a web fragment but Web Fragment Module is not installed. The
project gets Utility Module instead.
It's rather m2e-wtp integration issue I guess, but anyway I'm reporting it here
to track the issue.
It's important for us since we are going to add JBoss KB builder to such projects to
have content assist/openOns/validation enabled automatically - See JBIDE-9280
