Now all VPE toolbar items are enabled regardless of the state of VPE, but some of them
should be enabled only in certain cases. For instance, the items Show/Hide Text Formatting

Why it should be moved to org.jboss.tools.jst.jsp?
From my point of view it should be separated because:
#1
org.jboss.tools.jst.jsp uses model and have plugins for such feature;
#2 neweditor action not depends now from any tools plugins and works for any eclipse
editor, even for java editor;
So now this small, easy and can be used user just as single plugin without model and
tools;
